剧情描述渔民阿海被发现在一场大规模的抗争活动中自焚身亡，这场由陈县长带领的抗争迅速成为媒体焦点，阿海成为舆论英雄。自焚案的主办检查官金敏照不敢轻忽，法医周建生解剖阿海尸体后发现诸多疑点，他进一步调查发现更多疑问，于是展开调查发现惊人真相。
